Today, Microsoft released Windows 10 Insider Preview build 17655 to Insiders that are on the Skip Ahead subset of the Fast ring. The build is the ninth Insider Preview from the Redstone 5 development branch, which means that it's a preview for the next feature update to Windows 10, which is due to be released this fall.

Today Microsoft released Windows 10 Insider Preview Build 17655 to insiders on the Redstone 5 Skip Ahead ring. In this build, Microsoft begins its first step of transitioning the Windows network stack to use the Net Adapter framework. The first network component to take advantage of this framework is a new driver for mobile broadband.

Problem reoccured on WIndows 10 x64 insider build. Keepass starts but loginscreen for password entry to default db doesn't come to front of the screen. Trick is to right-click on Keepass on the Taskbar and choose Close, then the program comes forward. Ctrl-Alt-K doesn't work either as solution.
For me the issue is/was only on the fast ring,It always worked well on the standard release (currently Windows 10 Pro 64bit version 1803, build 17134.48 (April 2018 Update), even on the same machine (dual boot) where I face the issue on the skip ahead fast ring up to build 17661.I do not have a machine in slow ring though, but this should currently be on the same level as the April 2018 Update.
Overnight my machine updated to the latest skip ahead fast ring build 17666 which was released by Microsoft yesterday. Obviously the issue was fixed on Microsoft's side.The "Sets" feature is still enabled (I heard they do A-B testing now for some Sets is disabled for some enabled on the fast ring.) (Sets: Tabs for any application, incl. KeePass, e.g. when I open a URL from a KeePass entry, it opens a new Tab with Edge for the website next to the KeePass tab). My assumption is still that it is/was related to this new Sets feature which incorrectly handeled the Open Database dialogue window.Hopefully the issue does not re-apperar.
Windows 10 has come with the new and advanced mobile Broadband USB class driver based on the framework in Windows 10 Insider Preview Build 17655. MBB USB NetAdapter driver has become the default driver in the current build. For trying, receive build 17677 and configure cellular connectivity and turn off Wi-fi. If issues occur, fall back on WiFi or ethernet adapters for connectivity.

Microsoft has come up with the latest Insider preview build 17655 with extended MBB (in short Mobile Broadband) USB class driver. In this new RS5 branch, users can Update Mobile Broadband Adapter in Windows 10 rather easier than before. In addition, this framework would provide the better liability in Network driver module which follows the nobility of the Windows driver framework for invoking speedy data path.
